The Opaskwayak Cree Nation Gaming Commission is responsible for the licensing and regulating of lotteries on the OCN reserve, through a Gaming Agreement with The Province. To qualify to sit on the Commission members must be in good standing with the OCN Gaming Commission. The Gaming Department currently has 256 fund-raising organizations on file. License applications are completed by the fund-raising group and submitted to the Gaming Department prior to the proposed event.
Gaming Commission Staff review the application and prepare the application for presentation to the Gaming Commission Board of Directors by the License Manager. Lottery License packages are prepared following the Board meetings and are mailed out to the successful applicants.
The OCN Gaming Commission licenses lotteries such as bingo break open (Nevada sales), raffles, Calcutta auctions, Monte Carlo casino and media bingo. All licensed Fund-raising organizations purchase bingo paper and break open tickets from the OCN Gaming Commission. All organizations complete and submit financial reports to the OCN Gaming Commission for each event held. Some organizations obtain licenses from both OCN and the Province of Manitoba. An example is the Flin Flon Rotary Radio Bingo. The NCI bingo is not licensed to sell on OCN and efforts to work with that organization have not been successful.
The OCN Gaming Commission operations are financed through license fees.
Cutbacks were necessitated when the OCN Bingo operations were relocated to the Town. The majority of the work load remains and there has been difficulty maintaining the pervious level of diligence in this operation.
At the end of 2003 there were 263 Licensee Organizations.
