Indian Residential School Settlement Update November 1, 2007

ASSEMBLY OF FIRST NATIONS BULLETIN
The Indian Residential Schools Settlement Agreement (IRSSA) has been approved and was implemented on September 19, 2007.

It is estimated that there are approximate 80,000 former students alive today, who will be receiving a Common Experience Payment (CEP).

It is important for the CEP recipients to be prepared for when these payments arrive. We encourage CEP recipients to open a bank account. Banks will not cash cheques over $1,500 for anyone who does not have an account with them. Banks can hold cheques for more than 7 business days before cashing them, be sure to ask what the Banks policy is on holds. Under Canadian law, you have certain rights when you are dealing with a bank. Every bank branch must display and make available information that explains your rights. You have the right to a personal bank account, even if:

• you don't have a job;
• you don't have money to put in the account right away; or
• you have been bankrupt.

Opening a bank account has many benefits, the most important one being Safety. A bank or other financial institution is a safe place to keep your money when you are not using it. In case a bank fails, the government generally insures the money that has been deposited in a bank account (up to a certain limit). A bank account is useful for a variety of reasons. There are many useful features provided to account holders such as the ability to pay bills, write cheques, receive direct deposit payments and receiving monthly account statements or a bankbook, to help you keep track of your money and they will show you how much you spent and what you spent it on.

To open an account, you must to go to the bank or financial institution in person and will need to bring 2 pieces of identification with you. The following is a list of identification that is acceptable to open a bank account:

• a Canadian driver's licence
• a valid Canadian passport
• a Canadian birth certificate
• a Social Insurance Number (SIN) card
• an Old Age Security card
• a Certificate of Indian Status
• a provincial health insurance card (this cannot be used in Ontario, P.E.I. or Manitoba)
• a Certificate of Canadian Citizenship or Certification of Naturalization
• a Permanent Resident card or a Citizenship and Immigration Canada form IMM 1000 or IMM 1442

Growth and Change
The Kawechetonanow Centre has undergone several changes in the past years. One of the important changes is the Oath of Confidentiality that has been signed by all staff. The Oath is signed in front of a Commissioner of Oaths and is strictly enforced.

We have also seen many new people join our staff as well as the addition of the Residential School Program.

The Kawechetonanow Centre offers a variety of services and programs to the community.

We have also been instrumental in leading several community events such as National Aboriginal Day, Culture Camps, and most recently The Yellow Ribbon Suicide Prevention Program.

The Kawechetonanow Centre also operates an after-hour Crisis Line. This line is available after hours from 4:30 pm to 8:30 am, weekends and holidays the number is 623-0519.

Referrals
Counsellors will refer clients to appropriate healing and treatment centers that are most suited to the clients needs.

Prior to a client being referred, there are several things that need to be done which include pre-treatment sessions (a minimum of three sessions), medical forms to be completed, applications to the selected center and travel arrangements to be made. There is usually a waiting list for all treatment centers.

One to one couselling services are also available to clients who have completed healing and treatment center programs to ensure a successful transition toward a healthy lifestyle. Many times, these aftercare sessions are beneficial to the family members as well. This enables them to understand what the client has gone through at treatment and what to expect upon their return home.

What are third party referrals and how are they handled?
A third party referral is when a person will call to ask for counseling for a family member or a friend.

When we do an intake (see sample) at the center we gather information on the person wanting counseling before the first session. If a parent or friend calls for another person we will ask: Does your friend or daughter/son know that you are calling on their behalf?
This question is asked to ensure that your friend or spouse knows you are doing this for them. If the person does not know and they are over the age of 18 years old, we will ask the caller to let the person know that they are calling for them before we will do the intake. We ask this to be done because when we approach the person to make an appointment date and they do not know that they were referred for counseling they may get embarrassed or angry. It is not fair to them or us.

***Police are involved in the following circumstances:

  1. When a situation cannot be determined to be secure or safe, which means, that the caller is alone and no one else is available to verify the safety of the situation. Police presence is required to ensure that the worker is not subjecting him or herself to a potentially dangerous situation.
  1. When the person in crisis is intoxicated and it cannot be determined if s/he is under control by a family member or a friend, or is known to be alone, the police are asked to go in and assess the situation before the crisis worker will go in. It is in this type of situation where the police are best involved to take the person in for their protection; unless a responsible person is available to stay with the intoxicated person until they are safe and sober. The crisis line worker cannot counsel the intoxicated person; however, the worker can speak with the person/s who have been traumatized by the incident and to give the helper instructions on how to keep the intoxicated person safe.

  2. When a call comes in from a person who has been raped, and the crisis line worker cannot determine if the situation is safe or there if there is anywone sober and safe there with the victim, a police escort will be requested.

  3. When a call is received regarding domestic violence, police will be asked to address the situation. Police will provide safety for the couple and a follow up by the Kawechetonanow Centre counselor will occur on the next business day. If the woman is in danger, it is at that time that the police may take her to the shelter for her safety.

Please be aware that calling from another home regarding a suicide attempt does not mean that it is a safe situation. The caller must be in the same home where the person currently is.

These measures are in place to ensure the Crisis Worker’s safety. Situations where alcohol, drugs and parties are involved are potentially dangerous situations for anyone. Unless the police are involved the worker does not know if the intoxicated person who has attempted is in possession of a weapon. They are dangers not only to themselves but anyone else who may enter.

Please remember Police are involved in a suicide attempt when the worker cannot determine whether the situation is secure and safe, and if it can’t be determined whether a responsible, sober adult is available to take care of the person.

PROGRAMS
Anger Management- Anger Management Sessions usually run three times per year; each session is ten classes. Most recently we have changed the format to having classes two times per week rather than once a week. Clients preferred to get their classes completed faster.

Ladies Quilting Night – From September to May, ladies quilting classes are held every Wednesday at the Centre from 7:00 – 10:00 pm. Beginner classes are offered each September.

Yellow Ribbon Suicide Prevention Program – This program has been on-going for the past two years. Presentations were done in both our School as well as the Kelsey School Division. This is a suicide prevention program that is worldwide.

Annual Open House – Every Fall, the Centre hosts an Open House for the Community. A hot meal is served, promo material is available as well as printed information about the Centre and it’s staff.

National Addictions Awareness Week – This is the third full week of November every year. During this time, information sessions are held at the Joe A. Ross School, several contests are held as well as community events.

National Aboriginal Day – is June 21st. Several events are held throughout the day for all to participate in.
