In 1973, the Opaskwayak Cree Nation (formerly know as The Pas Indian Band) incorporated the Otineka Development Corporation for the purpose of developing a community grocery store. The original grocery store concept mushroomed into a large-scale shopping center. The Otineka Mall is a three (3) level complex consisting of 225,000 square feet settled on approximately thirteen acres of commercially designated land. The complex incorporates an indoor shopping center, recreation and office complex and is the major retail and business activity center in the region. Two anchor tenants, The Pas IGA and Saan Store are located at either end of the shopping center. There are numerous retail stores, 30-machine Video Lotto Centre and Opaskwayak Cree Nation administration office in the lower level.
The Paskwayak Business Development Corporation, Chief and Council Offices, Swampy
Cree Tribal Council, Cree Nation Child and Family Caring Agency, Opaskwayak Educational Authority and various Provincial Offices are located on the upper level. The Otineka Mall employs 31 people of which are local.
